Impacts of Natural Disasters on Historic Urban Heritage: An Analytical Study of Derna’s Old City in the Aftermath of Storm Daniel

This study aimed to analyze the impact of Storm Daniel (September 2023) on the historic urban heritage of Derna’s old city from a tourism perspective. The research adopted a descriptive–analytical approach and a case study method, drawing on damage assessment reports and field observations. The findings revealed significant material and intangible losses, including the destruction of large parts of the historic urban fabric and key religious and architectural landmarks, leading to a decline in the city’s tourism competitiveness. The study further demonstrated that the scale of losses was not solely the result of the extreme climatic event, but was exacerbated by accumulated urban vulnerability, neglect of preventive maintenance, and weaknesses in urban planning and institutional governance. The study concluded that a sustainable tourism recovery framework was required, based on safeguarding heritage authenticity and integrating disaster risk management into reconstruction policies, in order to restore Derna’s tourism role and enhance its future resilience.
