Administrative organization is a multi-dimensional and diverse concept in perspectives, as it addresses various aspects of classical and behavioral theories. The organization is influenced by economic, social, and geographical factors in countries and follows either a centralized or decentralized system in administration, each having its advantages and disadvantages. The administrative system affects the progress and prosperity, or the delay and destruction, of a state. The research problem revolves around determining the most suitable model for administrative organization and understanding the centralization and decentralization, their goals, and the factors influencing the determination of the systems. The research aims to utilize the appropriate model for administrative organization and provide suitable training and delegation for leaders and officials. Additionally, the research seeks to analyze the methods of authority delegation and the use of appropriate approaches in countries and institutions. This research is important to demonstrate the significance of the systems, their advantages and disadvantages, and to propose recommendations for balanced utilization, free from sectarian and partisan biases.
