Evaluation of the effectiveness of urban planning documents in organizing and upgrading small Moroccan cities: the case of the city of Tahla

Abstract

Since the early 1980s, the city of Tahla has benefited from a set of urban planning documents aimed at organizing and upgrading the local territorial space and promoting it across various socio-economic, urban, and environmental levels. Despite the importance of these documents for sound and sustainable urban planning, their impact on the ground remains limited, as refected in the problems and dysfunctions that the city has continued to face for decades. This article aims to evaluate the urban planning documents of Tahla by analyzing them and highlighting their content and underlying visions. The findings indicate that a significant number of the proposed projects have not been implemented, despite several years having passed since their proposal.
