The Role of the UNSMIL in Supporting the Elections in Libya During the Period 2011-2021

This study aims to investigate the role of the United Nations
Support Mission in Libya (UNSMIL) and its efforts in supporting
the Libyan elections since 2011. The study involves using
quantitative and qualitative content analysis of the briefings of the
representatives of the Secretary-General of the United Nations to
the Security Council as well as the reports of the SecretaryGeneral of the United Nations to the Security Council about the
UN mission in Libya, with the aim of understanding the extent of
the attention paid by the UN mission to the elections in Libya that
is undergoing a problematic democratic transition. The study
concludes that most of the efforts undertaken by the UN mission
focused mainly on providing technical and operational advice to
the High National Elections Commission during the elections of
the General National Congress on the 7th of July 2012, the
elections of the Constituent Assembly Constitution Drafting on the
20th of February 2014, and the elections of the House of
Representatives (Parliament) on the 25th of June 2014. In the
periods between these electoral events, the electoral team of the
UN mission focused on strengthening the capacities of electoral
interlocutors and raising their awareness, especially the High
National Elections Commission, with regards to electoral issues
and regulations, women's participation, voter registration, and
others.
