تعتبر الانتخابات إحدى الوسائل الهامة والمعاصرة في التحول الدميقرارطي والتمثيل النيابي للشعب، والمهمة في المشاركة السياسية. وتمثل الانتخابات ببعدها الديمقراطي والسياسي والتنموي الآلية المناسبة في تعزيز المشاركة السياسية، والمساءلة والشفافية، وهي صفات الحكم الديمقراطي، إن نجاح العملية الانتخابية والذي سيعزز الخيار الديمقراطي في المجتمع ويؤدي إلى التنمية السياسية، متوقف على ملائمة البيئة الداخلية لهذه العملية. ومن هذا المنطلق تحاول هذه الورقة البحثية رصد وتحليل البيئة الداخلية في ليبيا، والتي ساهمت في تعطيل التحول الديمقراطي، ودخول ليبيا منذ العام 1122 في حالة من الفوضى وعدم الاستقرار، وقد تم تناول البيئة السياسية المتمثلة في الأحزاب السياسية ومشاركاتها في الحياة السياسية في ليبيا، وطريقة اختيار ممثلي الشعب في الانتخابات السابقة وطريقة عمل الأجسام المنتخبة في الانتخابات السابقة في ليبيا. وتم أيضا تناول البيئة الاجتماعية والمتمثلة في القبيلة ودورها المهم في تكوين الهوية الليبية. وتم تناول البيئة الاقتصادية والمتمثلة في كون ليبيا دولة ريعية وتأثير ذلك على الانتخابات. وفي النهاية تم تناول غياب الدستور وأثره المهم على العملية الانتخابية والتحول الديمقراطي في ليبيا.
