Elections are one of the important and contemporary ways of democratic transformation and the representative representation of the people is one of the important means of political participation. The elections in their democratic, political and developmental dimensions, represent the appropriate mechanism for promoting political participation, accountability and transparency, which are the characteristics of democratic governance. The success of the electoral process, which will enhance the democratic choice in the society and lead to political development, depends on the appropriateness of the internal environment for this process. From this point of view, this research paper attempts to monitor and analyze the internal environment in Libya, which contributed to the disruption of the democratic transition, and the entry of Libya since 2011 into a state of chaos and instability. The political environment represented by political parties and their participation in political life in Libya has been addressed. And the method of choosing the people’s representatives in the previous elections and the way the elected bodies work in the previous elections in Libya, the social environment represented by the tribe and its important role in the formation of the Libyan identity was also addressed. The economic environment represented in the fact that Libya is a rentier state and its impact on the elections was discussed. Finally, the absence of the constitution
