Abstract

This study aimed to explore sources of self-financing and identify the challenges facing Omar Al-Mukhtar University from the perspective of faculty members in the Faculty of Arts. to understand the most important concepts related to self-financing for universities, and to determine whether there were statistically significant differences in the responses of the sample individuals attributable to the variables of academic qualifications and experience in the field of university work.

The study revealed strong support for funding alternatives based on knowledge and service production, with the results showing that the most prominent funding alternatives are the establishment of a translation center at the university, the organization of activities and exhibitions to showcase entrepreneurial ideas, and the establishment of research and consulting centers. The results also indicated that the most prominent challenges facing self-financing at Omar Al-Mukhtar University are the heavy reliance on government funding for universities, the absence of clear strategies and plans, poor rationalization of spending, and misuse of available resources. Regarding the differences between the study variables, no statistically significant differences appeared in the responses attributable to academic qualifications, while years of experience had a statistically significant effect on the sample's views on the proposed financing alternatives. Among the most important recommendations made by the study are the establishment of a legal and legislative framework for universities that allows for increased university powers and administrative and financial independence, the creation of an office responsible for developing regulations and controls that help develop the university's own resources, the establishment of research and scientific consultation centers, and the organization of exhibitions and activities that support entrepreneurial ideas at the university.
