Abstract

This research, conducted by Dr. Aza Omar Bughandoura and Dr. Nada Sadek from the Sociology Department at Omar Al-Mukhtar University, explores the manifestations of underdevelopment in social structures within third-world countries and the deficiency in the developmental will. Emphasizing that development encompasses not only economic aspects but also social and political dimensions, the study delves into the impact of social relationships, political institutions, and cultural values on human progress. The authors highlight the significance of overcoming social underdevelopment by addressing the collapse of developmental foundations when modernization elites falter. The paper is structured into three main sections: examining psychological and sociological theories that aid in surpassing underdevelopment, exploring the developmental will among the masses, and discussing the developmental will within the elite.
