The Role of the Official Institutions Policy-making Process: Analytical Theoretical Study

This study aims to identify the public policy-making process, and it explain its various stages. In addition, it describes and analyzes the role of official institutions within the political system in this process, represented by the role of each of the legislative, executive, and judicial authorities, and government administration, or what is known as the bureaucratic apparatus. The study relied on the descriptive analytical approach and the researchers used the documentary research method that provides the information and data related to the objectives of the study and its three demands. Also, it concluded with a set of results. The most important of these results are: those official institutions have an essential role in the policy-making process with their specializations in various fields, including what is of a legislative, supervisory, or financial nature. They range between a primary role and a secondary role, as the case in the role of both the legislative and executive authorities. Furthermore, there are some important recommendations. The most significant one is focusing on studies in the field of public policy, whether by Libyan academic and educational institutions, or by specialized research centers, which provide studies of making, implementing and evaluating public policy in official institutions within the institutions of the political system in Libya.
