دراسة تحليلية للتجارة الخارجية غير النفطية على الاقتصاد الليبي خلال الفترة (2000-2019)

ف البحث إلى تنمية الصادرات الليبية إلى تنشيط وتنمية الصادرات من المنتجات غير النفطية والخدمات، وكل ما من شأنه تطوير هذه الصادرات، وزيادة حجم الصادرات الليبية تأتي من تخفيض تكاليف أعباء عمليات التصدير علاوة على اقتراح السياسات والتشريعات المنظمة والداعمة لعملية التصدير وتشجيع عمليات تسويق السلع والخدمات المحلية في الأسواق الخارجية، ونظراً لعدم تنويع مثل هذه الصادرات وعدم فتح أسواق جديدة أمام الصادرات الليبية غير النفطية الأمر الذي يتطلب كيفية زيادة وتنمية هذه الصادرات والتعرف على المعوقات التي تقابلها سواء الداخلية أو الخارجية، وتوصل البحث لمجموعة من النتائج من أهمها، أن النفط الخام ومشتقاته يمثل النصيب الأكبر من الصادرات الليبية فقد وصلت مساهمة النفط الخام إلى 60.9% خلال فترة البحث وهذه الظاهرة تجعل الاقتصاد الوطني سريع التأثر بالتقلبات التي تحدث في أسواق النفط العالمية، وتتميز التجارة الخارجية الليبية بارتفاع درجة التركز السلعي، حيث ان قيمة مؤشر التركز السلعي لا تقل عن 94% خلال فترة البحث، ويعد ذلك مظهر سلبي لأنه لا يعكس اتجاه الاقتصاد الليبي نحو التنويع في هيكل الإنتاج السلعي والتصديري، وارتفاع درجة التركز الجغرافي للصادرات والواردات الليبية في دول الاتحاد الأوروبي وأمريكا كذلك تعتمد عليهما كهدف لصادراتها ومنشأ لوارداتها، كما أن تدهور التجارة الصافية خلال الفترة (2000-2010) بسبب انخفاض أسعار الصادرات النفطية وارتفاع أسعار السلع المستوردة ولكن قيمة المؤشر اتجهت إلى الارتفاع في صالح الصادرات الليبية خلال الفترة (2011-2019) نتيجة للزيادة الحاصلة في أسعار النفط.
