This study aims to identify the reality of the application requirements of electronic management at Omar Al-Mukhtar University, Libya, and to reveal these administrative, technical, human, financial, and security requirements to activate the university's electronic management programs, and their role in improving the level of institutional performance there. The stratified relative sampling method was used to select the study sample. Number of (205) questionnaires were distributed and the number of questionnaires valid for statistical analysis was (190). Pearson statistical coefficient and regression analysis were used to measure the impact of the application of electronic management requirements (the independent variable) on institutional performance (the dependent variable). The results of the study indicate that the level of application of the requirements of electronic management in the university under study was positive and to a moderate degree in terms of the availability of requirements for the application of electronic management. Administrative requirements, technical requirements, human requirements, financial requirements, and security requirements, with institutional performance. The study showed that the institutional performance of the university under study was not high, and the study showed that there is an effect of the requirements of applying electronic management on the level of institutional performance as a dependent variable. The study recommended that the university focus more on the application requirements of electronic management, which were represented in administrative requirements, technical requirements, human requirements, financial requirements, and security requirements, which contribute significantly to improving the institutional performance of the university. As well as that the university works to spread the culture of electronic management, as well as the need to develop the appropriate infrastructure in the university for the application of electronic management by providing all the material, human and technical capabilities necessary to support the use of the application of electronic management in all administrative work, and in a manner that keeps pace with the developments of the times.
