تأثير إنتاجية الموانئ على التجارة: أدلة من مجموعة من الدول الأفريقية

الملخص

الموانئ البحرية وكفاءتها ذات أهمية خاصة لتدفقات التجارة الدولية، بصرف النظر عن كفاءة الموانئ البحرية، لا يوجد دليل تجريبي على كيفية تأثيرها على تجارة البضائع. يهدف هذا البحث في تقدير أثر الكفاءة الإنتاجية للموانئ على التجارة لعينة تمل 21 دولة أفريقية خلال الفترة من 2009-2019. نستخدم نماذج بيانات السالسل الزمنية المقطعية الديناميكية (Dynamic Panel Model) ونعتمد على تقنية العزوم المعممة (system-GMM) وكذلك نموذج الأثر الثابت ونموذج الأثر العشوائي في التقدير. إذ أشارت نتائج الدراسة إلى وجود أثر طفيف إيجابي لكفاءة الموانئ على أداء التجارة، ويعود ذلك إلى انخفاض مستويات إنتاجية الموانئ في الدول الأفريقية. بالإضافة إلى ذلك، وجدت الدراسة أن هناك تأثير سلبي لمؤشر الربط البحري على التجارة. كما ناهن، هناك تأثير كبير لإنتاجية الموانئ على التجارة في البلدان الأفريقية التي لها متوسط معدل تجارة أكبر. من وجهة نظر موجهة نحو السياسات، فإن تعزيز كفاءة الموانئ البحرية في إفريقيا هو ما يجب أن تستهدفه إصلاحات السياسة.
