واقع تمثيل المرأة في مؤسسات صنع السياسات العامة في ليبيا 2011 - 2019

هدفت الورقة إلى رصد حجم تمثيل المرأة في مؤسسات صنع السياسات العامة في ليبيا إبّان الفترة الممتدة من 2011 إلى 2019، وذلك من خلال طرح جملة من التساؤلات أهمها: ماهو حجم تمثيل المرأة في مؤسسات صنع السياسات العامة عند كل مراحل التغيير التي مر بها النظام السياسي خلال مدة الدراسة؟ هل تغير حجم تمثيل المرأة في مؤسسات صنع القرار مع تغير البنى السياسية في ليبيا؟ وما هي طبيعة التغيير؟ هل يتوافق حجم تمثيل المرأة في مؤسسات صنع السياسات العامة مع حجم التوقعات التي رفعتها النساء في 2011؟ وقد توصلت الدراسة إلى إنّ نسبة تواجد النساء في كل المؤسسات التشريعية والتنفيذية والقضائية توصف بالضعف، حيث تراوح تواجدها في السلطة التشريعية مع اعتماد نظام الحصة (الكوتا) بين 15% إلى 16%، بينما كانت نسبة تمثيلها في المؤسسات التنفيذية لا تكاد تذكر. أمّا عن تواجدها في السلطة القضائية فهو لا يتماشى مع عددها المضطرد في الهيئات القضائية. وهذا التمثيل المخالف لتوقعات المرأة التي تمّ رفعها خلال الحراك السياسي والمدني بعد 2011، ناجم عن قصور القوانين المنظّمة للانتخابات التي لم تضمن نسبة تمثيل كافية للمرأة، وكذلك للعوامل الاجتماعية المناهضة لتمكين المرأة وتعزيز دورها في المجتمع. ولقد خلصت الدراسة إلى أهمية تحقيق نقلة نوعية في آلية إقرار نظام الحصص على كافة مؤسسات صنع القرار على المستويين الوطني والمحلّي، وإيلاء الاهتمام بوضع تدابير خاصة تشريعية وتنفيذية لضمان مشاركة النساء في هذه المؤسسات، سواء بتعديل مشروع الدستور الذي خص النساء بنسبة 25% لدورتين انتخابيتين فقط أو عند أي صياغة لمشروع بديل.المراجع
