The Representation of Women in Public Policy-Making Institutions in Libya 2019-2011

Abstract

The paper aimed to know the reality of women's political participation by determining their representation in public policy-making institutions in Libya, by answering the following questions: What is the representation of women in public policy-making institutions at all stages of change that the political system structures have gone through during the study period? Did the size of women's political representation in decision-making institutions differ with the change of the political system? What is the nature of the change? Does the representation of women in public policy-making institutions correspond to the size of expectations raised by women in 2011? The study found that the percentage of women was weak in all legislative, executive and judicial institutions, and their presence in the legislature was recorded between 15% and 16% in the presence of quotas. While the percentage of representation in the executive institutions is negligible. As for its presence in the judiciary, it is not consistent with its steady increase in the judiciary. This representation, contrary to the expectations of women raised during the political and civil movement after 2011, stems from the inadequacy of the laws organizing the elections that did not guarantee an adequate representation of women, as well as from social factors against empowering women and enhancing their role in society.
