معوقات التحول للصيرفة الإسلامية في ليبيا (دراسة تطبيقية عن المصارف التجارية العاملة في المنطقة الشرقية)

الملخص

تحول المصارف التقليدية للعمل وفقا لأحكام الشريعة الإسلامية يتطلب منها الالتزام بمعايير وأسس الخدمات المصرفية الإسلامية، ونظرا لطبيعة الاختلاف الجوهري بين النظامين تواجه عملية التحول العديد من المعوقات، وكان الهدف الرئيس من الدراسة يكمن في معرفة المعوقات التي يمكن أن تؤثر على عملية تحول المصارف التجارية الليبية للصيرفة الإسلامية، ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي عن طريق تصميم استبيان، وتم توزيعها على العاملين بالإدارات العامة في المصارف التجارية العاملة بالمنطقة الشرقية والبالغ عددها ثلاثة إدارات حيث تم توزيع 120 استبانة والتي دخلت التحليل الإحصائي 108 استمارة أي بنسبة 90%، ولتحليل البيانات التي جمعت من عينة الدراسة تم الاستعانة ببرنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS)، حيث تم استخدام النسب المئوية والمتوسطات الحسابية والانحرافات المعيارية ومعامل ألفا كرونباخ، كما تم استخدام اختبار(t) لعينة واحدة مستقلة واختبار (t) لعينتين مستقلتين لاختبار فرضيات الدراسة. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها: تواجه المصارف التجارية الليبية أثناء تحولها للصيرفة الإسلامية عدة معوقات (تشريعية، شرعية، إدارية وفنية، ثقافية، بشرية). جميع المعوقات كان لها نفس درجة التأثير تقريبا على عملية تحول المصارف التجارية الليبية للصيرفة الإسلامية. بمقارنة المصارف التجارية العامة مع المصارف التجارية الخاصة لا توجد فروق في إجابات العاملين حول معوقات التحول للصيرفة الإسلامية. وأهم التوصيات: دفع ليبيا إلى التحول من العمل المصرفي التقليدي إلى العمل المصرفي الإسلامي تحولا تدريجيا. يجب نشر وتكثيف الدراسات والبحوث في هذا المجال.
